According to a recent news report, a policy change by the Biden administration has led to a sharp increase in the use of a certain type of work authorization known as the O-1A visa.
The O-1A visa
The O-1A visa is a nonimmigrant temporary work visa that is meant for people who have special knowledge and abilities in athletics, business or education. Unlike the H-1B, there is no annual cap on the number of O-1A visas available.
In 2022, the Biden administration announced a new policy meant to promote the use of O-1A visas. A recent news report shows that the policy appears to be working.
In 2021, U.S. Customs and Immigration Services approved 7,710 applications for O-1A visas. In 2023, it approved 9,490.
The H-1B visa
The H-1-B visa is another type of work authorization that allows a foreign national to come to the United States to work in specialized occupations. This arrangement has been a boon to high technology industries, as it allows companies to bring in computer engineers and other professionals from other countries to work in the United States, where the pool of workers with these skills is limited.
However, there are some important limitations to the H-1B. For one, the H-1B is considered a nonimmigrant visa because the status it gives a worker is only temporary, with a maximum duration of six years. For another, Congress has capped the number of H-1B visas to 65.000 per year. This has led to a complicated lottery system in which a huge number of foreign nationals vie for a small number of available visas.

As you can see, even the increased number of O-1B visas is well below the annual number of H-1B visas, but the report shows how small shifts in policy can lead to profound changes in the life of a person who wants a chance to use their skills in the U.S. workforce.
